| अपंग व्यक्ती हा समाजाचा महत्वाचा घटक असून त्यांना आत्मसन्मान व हक्क मिळवून देण्याच्या दृष्टीने शासनाच्या विविध विभागाकडून सोयी व सवलती देण्यात आलेल्या आहेत. अपंग व्यक्ती एखाद्या अवयवाने अपंग असते. त्याचे इतर अवयव शाबूत असतात. अपंगत्व लक्षात घेऊन जर त्यांना विशिष्ट पद्धतीचे काम दिल्यास ते सर्व सामान्याइतकेच काम सहज करु शकतात

| विकलांग व्यक्तींना प्रमाणपत्र - महाराष्ट्र शासन, सार्वजनिक आरोग्य विभाग, मुंबई यांच्या दिनांक २९ एप्रिल १९९९ च्या क्रमांक संकीर्ण १०९९/सीआर/१२८/आरोग्य-२ च्या अधिसूचनेनुसार विकलांग व्यक्ती (समान संधी, हक्कांचे संरक्षण व संपूर्ण सहभाग) अधिनियम १९९५ (१९६६ चा अधिनियम क्रमांक १) मधील कलम २ उपकलम (पी) व कलम (टी) अन्वये प्रमाणपत्र देण्यास राज्यातील जिल्हा रुग्णालयाकरिता जिल्हा शल्य चिकित्सक व शासकीय वैद्यकीय महाविद्यालयांना संलग्न असलेल्या रुग्णालयाकरिता वैद्यकीय अधीक्षक यांना प्राधिकृत करण्यात आले आहे. सदर प्रमाणपत्र मिळविण्यासाठी उमेदवाराने वर नमूद केलेल्या रूग्णालयात समक्ष उपस्थित राहून वैद्यकीय तपासणी करून घेणे आवश्यक आहे. त्यानंतरच अपंगत्वाच्या टक्केवारीनुसार लगेचच प्रमाणपत्र देण्यात येते.

| खालील प्रकारातील ४० टक्के अथवा ४० टक्क्यापेक्षा अधिक विकलांतेचे प्रमाण असणा-या व्यक्तीस विकलांग व्यक्ती (समान संधी, हक्कांचे संरक्षण व संपूर्ण सहभाग) अधिनियम १९९५ प्रमाणे विकलांग व्यक्ती म्हणून असलेल्या सोई सुविधा घेण्यास पात्र आहेत.

| ज्या व्यक्तिंना अजिबात दिसत नाही किंवा ज्यांची दृष्टी क्षमता सुधार भिंग लावूनही 6/60 किंवा 20/200 पेक्षा जास्त नाही अशा व्यक्तिंना अंध म्हणतात.

| A) | Blindness refers to a condition where a person suffers from any of the following conditions, namely :-
|
| (i) | total absence of sight; or
|
| (ii) | visual acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting lenses; or
|
| (iii) | limitation of the field of vision subtending an angle of 20 degree or worse.
|
| B) | Low vision - Person with low vision means a person with impairment of visual functioning even after treatment of standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device.

| कुष्ठरोग मुक्त व्यक्ती
|
| Leprosy cured person means any person who has been cured of leprosy but is suffering from -
|
| (i)
|
loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no manifest deformity
|
| (ii) | manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to engage in normal economic activity
|
| (iii) | extreme physical deformity as well as advanced age which prevents him from undertaking any gainful occupation and the expression Leprosy Cured shall be construed accordingly.

| कर्णबधीर
|
| दैनंदिन व्यवहारासाठी ज्यांची श्रवणेंद्रिये पूर्णतः अकार्यक्षम आहेत ज्यांना मोठ्याने बोलले तरी ऐकू येत नाही व अशा व्यक्तिंची श्रवण क्षमता 60 डेसिबलपेक्षा कमी अशा व्यक्तिंना कर्णबधीर समजावे. याप्रकारात खालील व्यक्तिंचा समावेश होतो.

| Hearing impairment means loss of sixty decibels or more in the better ear in the conversational range of frequencies.

| अस्थिव्यंग
|
| शारीरिक अपंगत्वामुळे ज्यांना स्नायू, सांधे अथवा हाडांची हालचाल करणे शक्य नाही अशा व्यक्ती अस्थिव्यंग समजाव्यात. याप्रकारात खालील व्यक्तिंचा समावेश होतो.
|
| Locomotor disability means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy.

| मतिमंद
|
| ज्या मुलांची अगर व्यक्तिंची बौद्धिक वाढ शारीरिक वाढीच्या तुलनेत कमी झाली असेल आणि त्यांचा परिणाम दैनंदिन व्यवहारावर होत असेल, अशी व्यक्ती मतिमंद समजावी.

| Mental retardation means a condition of arrested or incomplete development of mind of a person which is specially characterised by subnormality of intelligence
|
| Mental illness means any mental disorder other than mental retardation.
